You can’t tell the speeds from Tab, you have to be able to read standard music notation on the staff. In the beginning of a piece of sheet music is a number like 4/4 or 3/4, the bottom number indicates that 1/4 notes each get a beat and the top number tells you that there are 3 notes per measures (the vertical lines on the staff indicate a measure).
The notes that you typically use on guitar are whole, half quarter eighth, sixteenth and 32. So there are sixteen 1/16 notes (♫) in a measure etc.
But that still doesn’t tell you how fast to play them so there is also more information at the beginning of the song that tells you how fast the tempo is i.e. 120bpm or 120 beats per minute or Allegro. For a more detailed listing of the different tempos look at this Wiki -

Tab is a very useful tool for guitarist in that it tells you which fret to play the note at, but as any musician will tell you, you really have to be able to read standard music notation.
If you want to purchase the absolute best DVD based course then get "Learn and Master Guitar" by Steve Krenz. It teaches the Guitar in a very progressive method. It also teaches music theory and how to read traditional music notation on the staff in addition to guitar tabs.
One of the best features is the user forum, the knowledgeable members there are very civil and always quick to help answer any questions that you may have. Steve frequents the forum as well.

Whatever you d, don’t buy one of those learn guitar in 3 weeks types of videos, they are mostly just money making trash.
if you know the song pretty well then you should know but if you don’t then i would do a little research
You might have to find the actual sheet music if you aren’t familiar with the song.
you don’t. on original pieces. you go with flow. but if you are playing from notes on books , I recommend Vedio on guitar learning , you can learn easier that way, and quicker.
look at the top of your music and then there will be a number like 4/4 then you no that you strum four times and then you switch cords…well i hope i helped.
